Chemical transport starts with training

TRESAL specializes in the reliable, specialized transport of chemical products classified as hazardous. The foundation of that service is the continuous training of the personnel who operate it.

In 2000, the then Secretaría de Comunicaciones y Transportes established as a requirement for the renewal and revalidation of federal licenses the accreditation of a course at a licensed center. TRESAL initiated the process to become a licensed center — not only to meet legal requirements, but to ensure its personnel received high-quality training reflected in operational processes.

In September 2001, it obtained official recognition as an External Training Center in the Hazardous Materials and Waste modality, under registration number SCT.CC/000096.

The recognition was issued by the Subsecretaría de Transporte pursuant to Article 57 of the Ley de Caminos, Puentes y Autotransporte Federal, Articles 129 and 131 of the Reglamento para el Transporte Terrestre de Materiales y Residuos Peligrosos, and the Guidelines published in the Diario Oficial de la Federación on July 6, 1999.

Training of drivers is an explicit part of TRESAL’s Quality Policy, audited under NMX-CC-9001-IMNC-2015 / ISO 9001:2015:

Evaluation methodology

Each course applies three auditable assessments: a diagnostic exam at the start, partial evaluations at the end of each module, and a final evaluation covering the complete content.

Results are registered in the SICT’s Sistema Institucional de Autotransporte Federal (SIAF), which issues the official certificate with a registered folio number.

Training Center: Courses Offered

The Center delivers the official courses authorized by the SICT for the Federal Driver’s License Category E in the Hazardous Materials and Waste modality:

Course for drivers seeking to obtain the Federal Driver’s License Category E for the first time in the specialized cargo modality for hazardous materials, waste, remnants, and hazardous debris.

Enrollment requirements: Federal License type B or C with at least 2 years of seniority, birth certificate, proof of address issued within the last 3 months, official identification, recent child-size photograph, and CURP.

Official renewal course required each period to maintain an active Federal License Category E. TRESAL delivers all three periods in accordance with the Session Plan authorized by the SICT.

Enrollment requirements: Current Federal License Category E or one nearing expiration, complete personal documentation, and certificate from the previous course.

1st Period — 8 hours (at the first year)

Module 1: Human Development · 8 theoretical hours.

2nd Period — 8 hours (at the second year)

Module 1: Road Safety and Defensive Driving · 8 theoretical hours.

3rd Period — 24 hours (at the third year)

Course for drivers holding a Federal License type B or C with at least two years of seniority who wish to upgrade to Category E to operate specialized vehicles carrying hazardous materials.

Frequently asked questions

It is the Mexican federal license required by the SICT to operate doubly articulated tractor-trailers (TSR and TSS) in all configurations, as well as specialized cargo vehicles transporting hazardous materials, waste, remnants, and hazardous debris in federal motor carrier transport.

The Federal License is renewed according to the official SICT cycle. Each renewal requires accreditation of a current course at a licensed center. The TRESAL Training Center delivers the 1st, 2nd, and 3rd Period renewal courses.

The Center primarily serves TRESAL’s operational personnel as part of its commitment to service quality. We accept external applications subject to training feasibility, availability, and quotation.

Upon accreditation, the SICT issues the official certificate with a folio registered in the Sistema Institucional de Autotransporte Federal (SIAF). TRESAL delivers the printed certificate to the student with the SIAF control number on the reverse and archives a digital copy in their file.

If the final evaluation score falls between 6 and 7, the student remains at the end of the course to review the failed modules and takes an additional exam covering only those sections. If the student still does not pass, the full course is rescheduled. Official thresholds are 80% attendance, 80% on the final evaluation, and 90% overall accreditation.
